ImGINIE HEIC decoder: source, notices and rebuilding

This optional decoder runs in the browser. Its download is not an image upload.

* libheif 1.23.5: Struktur AG and upstream contributors, LGPL version 3 or later.

  Original archive and complete COPYING are included in the source package.
  ImGINIE modification: two lines in libheif/plugins/decoder_libde265.cc set
  DISABLE_DEBLOCKING and DISABLE_SAO to 0 rather than 1 for Emscripten. This
  retains normal HEVC reconstruction filters. The exact patch is included.
* libde265 1.1.3: Dirk Farin / struktur AG and contributors, LGPL version 3 or later.

  Original, unmodified archive and complete COPYING are included.
* ImGINIE C ABI wrapper and build/relink scripts: LGPL-3.0-or-later.
  The wrapper's source and corresponding object code are included. You may
  modify/rebuild/relink it subject to these license terms. No restriction on
  reverse engineering for debugging modifications to the LGPL components is
  imposed by this package.
* Emscripten 4.0.10 runtime: MIT / University of Illinois-NCSA licenses.
  musl and linked LLVM C++/compiler runtime notices are included in licenses/.
  Build image: emscripten/emsdk, exact digest recorded in manifest.json.
